Title agent (or homeowner direct) submits the order. Required: property address, target close date. Helpful: title commitment, FHA case № or loan №, lender contact. Acknowledgment within an hour, written quote same business day.
Field visit scheduled with homeowner (or dealer if vacant lot). Standard window is 48–72 hours from order. Rural sites or weather may extend. Scapular Engineering, P.E. personally walks the foundation — under-home photography, HUD identifier capture, anchor observation.
PE-sealed certification to PFGMH § 3. All six sub-sections addressed with photo cross-references. Engineer's seal applied, license number and state verified, $2M E&O carrier disclosed on the cert page. Cert delivered as PDF preview for title-agent review same day it's sealed.
State-specific affidavit form drafted with HUD identifiers and legal description verified against title commitment. Borrower notarization coordinated — mobile notary dispatched to borrower's location, borrower visits our office, or settlement agent's in-house notary used (whichever moves fastest for the close date).
Affidavit filed at the county recorder for the parcel. E-recording counties: BK / PG returned same day. Paper-only counties (mostly rural AR, KS): 1–2 business days for the recorded copy to come back. Recording fees included in the package price — no surprise charges at close.
Complete five-file package delivered to title agent: PE-sealed cert, recorded affidavit copy with BK / PG indicia, conversion confirmation memo, ALTA-ready exhibit, title-retirement guidance. All files cross-referenced so any reviewer can trace cert finding to affidavit recording.
Available when the close date won't accommodate the standard 10-BD track. 5 business days, order to recorded, with a $275 expedite fee added to the standard package. Field visit moved up, cert and affidavit drafting parallelized, recording prioritized. Subject to county recorder hours — paper-only rural counties may not support 5-BD due to recording lag.

The order can be placed with just an address, but turnaround compresses materially when these items come in with the order. Most title agents include them by default.
Full street address with city, state, ZIP. Always required.
Helps schedule field visit and confirms standard vs. rush track is appropriate.
Legal description, parcel ID, and existing exceptions. If included, saves 1–2 days in affidavit drafting since legal description doesn't need to be re-pulled.
For lender-side orders. Ensures cert format matches the underwriter's expectations.
If the home is new construction or the manufacturer's certificate is available, HUD identifiers can be verified pre-visit.
Only relevant for affidavit-only orders where another PE has already certified the foundation.
Most orders run the standard 10-BD track. Specific situations extend it — we flag these on the written quote so title agents can plan around them.
If the field visit finds deficiencies (settled piers, missing anchors, skirting failures), we issue a remediation report and re-inspect post-repair. Coordinated with the homeowner's contractor.
Some rural recorder offices in AR and KS don't support e-recording. Affidavit is filed in person; recorded copy returns 1–3 business days later.
If the data plate or cert label has been removed or destroyed, we coordinate HUD label replacement through the Institute for Building Technology and Safety (IBTS). Required before recording.
If the title commitment isn't issued by Day 5, the affidavit can't be finalized. Most often a closing-side timing issue, not ours.
