Why this practice exists

The settlement-side gap

Permanent foundation certification (PFGMH § 3) is engineering work. The affidavit of affixation is legal work, recorded with the county recorder. These are statutorily independent documents — one is a PE's certification, the other is a recorded legal instrument.

In practice, however, settlement files almost always need both. Conventional mortgage investors require the PE-stamped foundation certification before they'll fund. Title insurers require the cert before they'll issue a policy without a manufactured-home exception. County recorders require the affidavit to retire the home's vehicle title and treat it as real property.

The historical pattern was that title agents would coordinate two separate vendors — an engineering firm for the cert, and a paralegal or attorney for the affidavit drafting and recording. Two timelines, two invoices, two points of contact, and frequent mismatches between what the engineer wrote and what the legal document recorded.

This practice was founded in 2022 specifically to consolidate those two work products under one firm, one engineer, one timeline. The cert and the affidavit are drafted in parallel by the same team, cross-referenced to each other, and delivered as a single five-file settlement package.

Primary jurisdiction Missouri — MO · Active. Reciprocal active licensure in Arkansas, Illinois, and Kansas. Iowa application filed Q1 2026.

B.S. Civil Engineering, Missouri University of Science and Technology, 2008. PE since 2012. Manufactured-home structural specialty since 2014, after six years in general residential foundations and small commercial work.

Every cert, every affidavit, every recorded settlement package across the practice carries the same engineer's signature — no rotating field staff, no subcontracted PE seals. The title agent who orders package № 1 in 2022 and package № 412 in 2025 is working with the same engineer of record on both files.
